I'm gonna have to check for that PremRock release as Tom Waits is one of my faves. I started listening to his work with Mule Variations back in '99 and worked backwards through his catalog. I was surprised with how familiar I was with his work, and you can probably chalk that up to sampling. Both De La and 3rd Bass have used his stuff.
I am curious as to what your thoughts are on that album. I just like it because I like it, but it is probably more enjoyable if you are a Tom Waits fan. Nolto is the one that initially tipped me off that it was a Tom Waits related.
I just sampled a few tracks, and I'm really diggin' it! He chopped those tracks nicely; they give a good nod to the original tunes but turned them into their own things.
